Chinese ‘One Belt One Road’ (OBOR) initiative promises to be a strategic game- changer of the 21st century. The project envisions connecting the energy-rich Central Asian landmass with the world’s 2nd largest economy and over half of the global population living across South and Southeast Asia. In one giant leap, a set of as many as six massive multi-modal economic corridors will link the Chinese economic power house with the Middle East, Europe, East Africa and beyond. Because of its geo-strategic endowments, Pakistan resides at the heart of this potentially fate-changing geo-economic vision; hence the place of CPEC and Gwadar as the linchpins of OBOR. However, Pakistan’s capacity to accrue optimum socio- economic dividend from CPEC and OBOR is predicated on a range of capacities, especially in the domains of transport infrastructure and logistics industry.
